Witness, then canon

An event without inscription has no right to persist. Persistence is paid for as redundant witness, then as compression, then as a wall against cheap rewrite.

Dust-grain scattering rates and merchant-network costs are not measured. The instrument shows an order of distinctions, not a persistence proof.

The instrument is bound to Chapter 6's dust grain and Witness sections through immutable source anchors.
